Is resistance the same as impedance in an RC circuit?

No, though the have the same physical units. Something like torque and energy. Same units (dimensions, to be precise) but different meaning.
*Never express torque in terms of Joules.

Electrical resistance is due to the nature of the material subjected to electric current.

Impedance is the opposition of a capacitor (and inductor) against electric current. The impedance depends on the capacitance of a capacitor (and inductance of an inductor) as well as frequency of your A.C source.
