I hope your camera lens isn't too expensive. Getting the permanent marker off will certainly damage at least the coating of your lens.
Dependent on the lens you're using the effect will be zero or not very great, as the stripes will be very out of focus.
You just MIGHT get some diffraction effects, if the stripes were very thin and closely spaced together.
If you want to experiment in this way, I advise you to use some grease or vaseline. This (in combination with your fingerprints) will leave a fine diffraction surface, that you can smear out any way you want.
The idea of a lens is that all light rays from the same object point converge and focus in the same image point. If you obstruct part of these rays, the rest will still come together. Normally you obstruct part of the rays by using a diaphragm to regulate the amount of light. But stripes will do the same thing, so they won't really influence your picture.
