Basic. The sulfate ion is the conjugate base of the bisulfate ion, which is a conjugate base of sulfuric acid.

#H_2SO_4 -> H^+ + HSO_4^- # (Dissociation 1)

#HSO_4^- # # -> H^+ + SO_4^-2 #

#Na_2SO_4 ------> 2 Na + SO_4^-2#

Reversing the flow of equation above

#SO_4^-2 + H_2 O -> HSO_4^- + OH^-#

The #OH^-# ion make the solution basic.
