You could use the Quotient Rule but also (only to complicate a little bit our lives...or maybe not) the Chain Rule.
Write your function as: `f(x)=(16x+3)^-2`
Using the Chain Rule you get:
`f'(x)=-2(16x+3)^(-3)*16=-32/(16x+3)^3`
