Ok. The difference is 0 if

#3^(3x-1) = 9^(x+4)#

Now we need to write both sides with the same base.
#9=3^2# so we'll use that.

#3^(3x-1)= (3^2)^(x+4)#

#3^(3x-1)=3^(2(x+4))#

The last line can only be true if
#3x-1 = 2(x+4)# and we can solve that.

#3x-1=2x+8#

#x=9#

Check: #3^26 = 9^13# looks good!
