Amplitude is defined as displacement from the mean position of a harmonic oscillator.

However, It depends upon the Energy stored in the oscillator.

For a spring mass system, within the limit of elasticity, stretching a spring creates a surplus energy store that is E=kx^2 where x is the displacement. As Amplitude is prop x^2 therefore the higher the amplitude the more energy stored in the oscillator.
