Electric charges can never be produced though charge carrying particles may be produced or destroyed.
They net charge is always conserved, and this is the law of conservation of charge.
The transfer of charge from one body to another makes the bodies electrically charged. If a body gains positive charge, the other body gains an equal amount of negative charge and thus, it is completely consistent with the law of conservation of charge.
