Yes, of course. However since concentration of reactants is one of the things which impacts reaction rate ; it is true to say that a redox reaction using a dilute acid as one reactant would be significantly slower than the very same reaction with a more concentrated acid.

This is because reaction rate changes directly with concentration of reactants. Greater concentration of reactants gives you a faster reaction rate, whereas a low concentration (dilute acid) of reactant would give you a much slower reaction rate.
