A changing magnetic field in a region of space produces an electric field perpendicular to it. That's the basic principle of electromagnetic induction.
Explanation:
When a magnetic field changes in a region of space, it generates an electric field. Due to the latter, electric currents can flow in closed circuits when magnetic flux changes through it.
The basic principle is the same whether a closed circuit is involved or not.
