charge on an element depends on in which oxidation state the element is present .
like oxygen has +2,+1,0,-1,-2 oxidation states, chlorine has -1,-3,-5,-7,+1(with fluorine)
you should basically know the structure of compound. then you can comment on it . read chemical bonding, expanded octet and transition seires
