Depends on what you mean by "manage it".

I assume that you're referring to the Go to your Dashboard banner that pops up after you post an answer
Indeed, the close option is no longer available - to be honest, I usually don't pay too much attention to that banner, so I'm not sure when this started.
However, the fact that you don't have a Close button for that banner shouldn't be a problem. All you have to do is navigate away from that page, then return, the banner will no longer be there.
So, after you answer a question, simply click on another page of the site - you can even click on the actual banner, it will take you to your Dashboard, of course.
Don't refresh the page, though, it will still be there.
After that you can return to the question and check it out without the banner showing again.
