Why is the Big Bang Theory a theory and not a law?

This would be because it is still unclear on why and how it happened. We have got a number of possibilities on how and why there was a Big Bang, but no scientist has ever been able to find a formula or a clear explanation. Which is why the Big Bang Theory isn't a law
