I think this question is equivalent to the 'energy conservation law'.

Or 'energy is neither created nor destroyed only transformed'. The result of this is that in a isolated system the energy is constant, independent of the time.
For this reason, if you had a mechanic system where the elements can have either kinetic or potential energy, the total energy of the system never changes however, sometime the kinetic energy will be larger than potential.
