To answer your question, Gay-Lussac were the first persons who introduced the law but its was Charles, who made it more popular. They observed that any ideal gas has a Volume directly proportional to it's Temperature. Using this fact, the equation above was derived. Also, Boyle discovered that the Pressure is inversely proportional to its Volume, thus the equation above was made.
