Explanation:

When a line is parallel to say `ax+by=c`, it is of the form `ax+by=k`, where `k` is some other number.

Hence a line parallel to `6x+2y=4` will be of type `6x+2y=k`,

As it passes through `(-1,-2)`

`6*(-1)+2*(-2)=k`

or `-6-4=k` i.e. `k=-10`

Hence equation of line `6x+2y=-10` or `6x+2y+10=0` or dividing by `2` it becomes `3x+y+5=0`.
