In 1989, Peter Drucker--a business writer for The Wall Street Journal--began trumpeting the practice as the wave of the future. Bill Clinton, during his 1996 re-election campaign, was asked at a campaign stop how he planned to end the practice, and he responded that he couldn't stop it.
