The permeability of the membrane is the quality of how many molecules can pass through it in a certain amount of time.

So if a membrane is less permeable, it takes more time for molecules to pass through it until there are the same concentrations on each side. If a membrane is more permeable, molecules pass through faster - and reach equilibrium concentrations more quickly.
