It means it is an equalibrium

Explanation:

this means that once a reaction starts to react, the reactants start producing product. However when the products hit another product in the solution, it produces a reactant. this being said, the chemical reaction is reversable.
There are times when you also have a solution and that solution can be turned back in its reactant from its product.
