Explanation:

For an ionic species, and moreover an anion, the idea of charge separation is a bit superfluous, because, necessarily, an ionic solid contains charged particles, i.e. ions.

The charge in the #"nitrate ion"# is delocalized around the oxygen centres. Again, I stress that we would not speak of polarity in this instance.
