Explanation:

In aqueous solution we use the relationship, #pH+pOH=14#, where #pH=-log_10[H^+]#.

So if #pOH# is high, then #pH# is on the low end, i.e. an acidic solution with #pH# around zero, and substantial #[H^+]#; and thus last option, low #pH# and high #[H^+]# or #[H_3O^+]#.
