Explanation:

Percent means "out of hundred". For example, if we have 6%, it can also mean #6/100#.
Therefore, if we want to convert #3/50# to a percent, we need to change the denominator to a 100 by multiplying the denominator by 2.
But wait! Remember? Whatever you do to the bottom, has to be done to the top. So we need to multiply 3 by 2, too.
