If there is an electric flux through any surface (conductor or not a conductor, doesn't quite matter here), there must be an electric field there.

The electric flux is defined as,

#phi = int int vecE*dvecA#

If the flux is zero, either the field points perpendicular to #dvecA# or the field itself is zero. (Or else, the net integral amounts to zero)
