Substance Y is most likely a compound

Explanation:

Compounds usually do not conduct electricity, in the solid state.

Ionic compounds conduct in solution but not as a sold.
Covalent compounds do not conduct at all.

Based on this information alone it seems to be an element.

Elements do not have a percentage mass. The percent is 100% of one element.

Based on this information alone it seems to be a compound.

Elements will undergo a chemical reaction with the Oxygen in the air if heated sufficiently. ( Iron will burn in Oxygen if heated sufficiently try burning steel wool in the bunsen burner)

This will cause the solid to break apart into pieces but it is technically not decomposition. only Compounds can undergo decomposition as the compound breaks apart into its component elements often forming new compounds.

Based on this information alone it seems to be a compound.

The data is not consistent but the predominance of evidence would indicate that the substance is a compound.
