Yes.

Explanation:

When you increase the temperature of a reaction, you are adding kinetic energy to the particles and thus they move faster. This results in more collisions with each other.

These collisions eventually form a new product.

Conversely, by decreasing the temperature, you are minimising the particles' speed, thus its energy. As a result, reaction rates are slower.
