The comets both short term and long are thought to be located in the theoretical Oort belt. not the Kuiper Belt or the Asteroid Belt.

Explanation:

The Solar system is thought to be 4.5 to 5 billion years old. This age is based on the radioactive decay of Uranium.

Short term comets are observed to dissolve and break apart after relatively few orbits around the sun. These gives the short term comets an estimated age of 10,000 - 20,000 years. Long term comets that orbit more rarely around the sun can not have a life time of more than 1 million years. (Lyttleton RA Mysteries of the Solar System) There is difference between the believed age of the universe and the observed age of the comets.

The solution to the problem of the age difference is to propose the existence of a belt of comets beyond the solar system. This belt has never been observed and there is no empirical evidence of the Oort belt. The theory is that this belt was created at the same time as solar system. Gravity of passing stars or objects is thought to periodically push these comets out of the Oort belt into closer orbits around the sun.

So the theory is that the comet reside in the Oort belt at an unobservable distance from the sun,
