Explanation:

Cl doesn't exist as single atom, it can exist as #Cl^-# that is an anion quite stable. It can react with the cations: #Ag^+, Hg_2^(2+)# and partially with #Pb^(2+)# cold, to form insoluble compounds, while the salts of nitrate ion are all soluble
So you can have:
#Pb(NO_3)_2 + Cl^(-) = PbCl_2 + NO_3^-#
the molecule #Cl_2# instead, is a discrete oxidant, but doesn't react neither with #Pb^(2+)# nor with nitrate ion
