Firstly, you must have your '10 to the powers' the same, the best way to do this is to convert #10^3# to #10^6#, by doing #10^3*10^3=1^3*1000#. However, you want the whole numher to be the same, so you have to divde 2.6 by 1000 as well, #2.6/1000=0.0026#.

Now, it just #(7+0.0026)*10^6=7.0026*10^6#
