It was not really effective

Explanation:

The PG failed to provide Russian people with what they needed for their basic needs. The Bolsheviks took the opportunity to overthrow this government and impose their own rules. They called the PG a Bourgeois government which was uncaring about the interests of the Proletariat.

The Provisional Government was never given a chance to be effective.

Explanation:

The elected assembly of the Provisional Government was elected in October 6 of 1917. It was overthrown by force by the Communist forces in November 1917 led by the Bolsheviks , which had earned only 22-25% of the seats in the assembly in the elections.

The Provisional Government had not addressed the needs of the serfs newly freed from tyranny of the feudal Tsar led society and government. The Provisional Government did not have control of the military. The Military had mutinied against the Tsar and was suspicious of the Provisional Government. Several key leaders of the military were communist and supported the takeover of the government by the communist.

Further the Provisional Government was made up of middle class intellectuals and exmembers of the Tsarist nobility. The Provisional Government was not in touch with the needs or desires of the majority of the nation, which were very poor.

If the Provisional Government could have become effective in governing Russia is an interesting question. It will never be known because the fledgling experiment in representative democracy was destroyed before it had a chance to succeed.
