Pressure points are portions of the body sensitive to pressure. This can be from clusters of nerves to sensitive areas of muscles, ligaments, tissue, and blood vessels.

When you press on a pressure point, is disrupts the nerves or the normal function of that sensitive portion of the body. This is why it hurts. Pressure points tend to be near joints. There are tons of pressure points all over your body.
Pressure points do not have much of a significance to the body. They are sensitive points not meant to be touched.
In most martial arts (e.g. hapkido) pressure points are used to gain an advantage on the attacker. Some martial artists are trained to know exactly where to press on the body. When I used to take hapkido, one maneuver was to get behind the opponent and grasp the pressure point labeled PC 3 on the picture. If you know were to press, there will a lot of pain.

Explanation:
Acupuncture needles are very fine, and most often slip between interstitial spaces. In order for an acupuncture needle to cause bleeding, it would have to penetrate some type of blood vessel, i.e. vein, artery, capillary, etc. There's a lot more going on inside your body other than blood.
In addition, acupuncture needles have a rounded tip, as opposed to a hypodermic needle, which has a sharp tip. So the rounded tip, when carefully inserted, tends to glide around blood vessels and nerves, organs, as opposed to penetrating them.
