I guess you could see the Declaration of American Rights as a half way step to independence, the crucial clauses were "no taxation without representation" and "without voting rights parliament could not represent the colonies" BUT crucially is FULLY supported the fact that "Colonists owed the crown the same allegiance as any other subject" and that "The colonies owed parliament all due subordination" - Clearly then it was not rejecting parliaments rights to rule to colonies just that the colonists should take part in that parliament
