Essentially the VP is a man in waiting. He does not do very critical legislation. They are the president of the senate but other than that they don't do much in terms of making the president successful. They do serve as advisors and they strategize. Especially back then, the VP wan't as important as it is today. Today they go on diplomatic missions if the president is unavailable, but back then they just sat around and advised from time to time. Just waiting in case the current President was unavailable to do his duties. Either due to assassination or temporary illness.
