We can write this as: #3^12/3^10# and evaluate it using this rule of exponents:

#x^color(red)(a)/x^color(blue)(b) = x^(color(red)(a)-color(blue)(b))#

#3^color(red)(12)/3^color(blue)(10) = 3^(color(red)(12)-color(blue)(10)) = 3^2 = 9#
