Assuming that you put water in the bucket, the water pushing down on the bucket and the bucket pushing up on the water, would be an action reaction pair.

As shown in the picture, the air pushing down on the bucket, and the bucket pushing up on the air is an action reaction pair.

Explanation:

Anything that you put in the bucket is pushing down on the bucket with the same force that the bucket is pushing up on the item you put in the bucket. So that would be an action reaction pair.

Alternatively if you put the bucket on a table, the bucket is pushing down on the table with the same force that the table is pushing up on the bucket. That would be another action reaction pair.
