The elements that are the most reactive on the periodic table should be located to the upper right hand corner of the table - these elements are the most electronegative.

In this case, it would be #"Cl"#, which has the highest electronegativity out of all the following elements & compounds, at #3.16# Pauling units. So, it would be the most reactive as well.
