Explanation:

Basically Personality is built through a combination one's experiences, memories, values, moral and distinctive character. A new born baby doesn't possess such experiece and values, thus it doesn't possess any distinct personality, the person personality is molded one's he/she starts growing up and experiences a lot of things.
