Because America thought Germany was trying to make an alliance with Mexico to go against America.

Explanation:

This alliance was known as the Sussex Pledge. America was already in this war (not combat wise), making weapons and such for the soldiers in the Triple Entente. But after this rising suspicion with the pledge, there were German submarine attacks on passenger and merchant ships in the North Atlantic, which had American passengers aboard.
