I know that assonance is when vowel sounds are repeated and alliterations are with consonants, but with vowel sounds, the vowel isn't at the start of a word. So would, "an alligator ate an apple" be alliteration or assonance?

Nobody said a vowel sound couldn't be at the beginning of a word, and there are too many words between "alligator" and "apple" to consider it alliteration. So assonance would be the only answer that makes sense.
