Dynamic characters grow and change through a story, they learn new things that change them as a person, whether those things be good or bad, their personalities may change as well, they may lose friends and gain friends. Static characters stay the same throughout a book, they never change, they keep up the same personality and don't seem to learn anything, they normally keep up with the same people and don't socialize with new people, they'll do something once and keep doing that thing whether the outcome is good or bad.
