It wasn't just him. The Ottoman understood that the European Armies man for man were better than the Turkish. This had a lot to do with Education and Nationalism.

Explanation:

The Ottoman were a bit desperate starting in in the late 1800s and started to try to get better combat efficiency out of their Armies. The raw recruit for their army was particularly unsuitable for modern combat that has a lot of emphasis on small unit problem solving and technical advances. Warfare was undergoing a lot of changes as well. Just about everybody was having difficulty keeping up with the changes.

Mustafa Karmel had been part of the "Young Turks" movement (1906)and had a lot of emphasis on a European model. Separating Church and State. Emphasizing Education, changing the Language to a more European format.

A lot of the "Young Turks" were in support of a such an approach and viewed this a necessity. They supported the Constitution that was created in 1876 which established a National Assembly. This absolute break with the past caused a lot trouble but was viewed as absolutely necessary and was not all Mustafa's idea.
