Three scenarios are discussed below.

Explanation:

If there is no applied force in the direction of the motion, the friction will bring the velocity to zero.

If there is applied force in the direction of the motion, but the magnitude of the applied force is less than the magnitude of the friction, the friction will bring the velocity to zero.

If there is applied force in the direction of the motion, and the magnitude of the applied force is more than the magnitude of the friction, the friction will cause the velocity to increase more slowly than it would otherwise.
