Multiply the second equation by 3

#=> 3xx(3x-2y=11). => 9x-6y=33#

Now you have

#x+6y=-3#
#9x-6y=33#

We have the same number of #y#s, as they are different signs we add the two equations to remove the #y#s

#10x=30#

#x=3#

Put #x=3# into #x+6y=-3#

#=> 6y=-6#
