This happens because of the transfer of the electrons.

Explanation:

when we rub a material with another material the electrons from the material transfers to the another material. The transfer of the elements is always in a quantised way. Which means electrons can only be transferred in a way of #Q= n e# where e is charge of electron and n= #+-1, +-2, +-3, +-4....# not in fractional way. Thus due to the accumulation of charge there is static electricity. Hence that's the reason.
