Why is the International Space Station controversial?

ALL focused government projects become controversial due to the differences in people's opinions on the appropriate use of public funding.

Explanation:

The ISS is just another (successful, IMHO) project of the larger space exploration activities of the world. As its name implies, it is not solely U.S.A. venture, but a combination of many country's efforts and financial support.

Many people think that the money, time and effort spent (by the government) in space exploration of any kind could be better spent elsewhere.

Many other people think that where those first people want to spend that money is even more wasteful. Thus, "controversy" over the funding of such projects will always exist.

Of course, even other groups simply say that apart from specific federal obligations, the "government" should not be involved in funding ANY of the various programs currently enabled by public taxation.
