You have to memorize that the equation point-slope has the general form

#y-y_0=m(x-x_0)# where m is slope and #(x_0,y_0)# is a line passing point.

In our case

#y-(-3)=-1/4(x-8)#

#y+3=-1/4(x-8)#

we can stop here, but usualy we re-arrange terms in form:

#y=-1/4x+2-3=-1/4x-1# and finally

#y=-1/4x-1#
