When should you use "dissatisfied" and when should you use "unsatisfied"?

It depends.
Dissatisfied- upset or annoyed
Unsatisfied- not fully content

Dissatisfied usually relates to how a person or people feel, unsatisfied relates more to a "thing" not being sated.

Explanation:

So, for example, a hungry person may be dissatisfied with the amount of food he had been given. But his hunger had been left "unsatisfied".
