Kepler's Second Law says:

An imaginary line joining a planet and the sun sweeps out an equal area of space in equal amounts of time.

So, as you can see in this image:

the arc "walked" by a planet in a month depends on which month is!

E.G.: as you can see in December the arc is greater than that of July. So, the more space it has to walk, the more faster it has to go (the time is the same!)
