So what it says in the link in simpler words is: if you apply a DeltaV equal to DeltaV_c but opposite then the resulting DeltaV is 0 and the reaction won't occur. If you don't apply nothing then the reaction continues spontaneous. And if you a DeltaV greater and opposite to DeltaV_c then the reaction occurs in the reverse way.
