Because a moving magnet produces (at a point) a varying magnetic field (moving it, the strength of the magnetic field changes at a point).
Imagine you are a free charge inside the loop of wire...you feel a magnetic field that "moves" you BUT if the magnet doesn't move it is like to have a marble on an inclined plane, it rolls down and stops at the bottom (as near as possible to the magnet, for example) but if the magnet moves the inclined plane, of our example, is changing continuously inclination and the marble keeps on rolling back and forth creating....a CURRENT!!!!
