Could silicon dioxide be used as the starting material for #Si(OEt)_4#?

This question I think has been asked before. The conversion is unfeasible.

Explanation:

Silicon dioxide is non-molecular, and supremely unreactive. Go to an organic laboratory and ASK to borrow some #Si(OEt)_4#, tetraethyl orthosilicate. You will also need some tips in handling the stuff.
