Explanation:

Hubble's constant indicates that the further away a galaxy is from the observer the faster it is moving away from the observer.

In 1998 measurements were made about the rate of expansion of the universe. The hypothesis was that the rate of expansion would be decreasing allowing for the renewal of the observable universe.
The scientists found that the rate of expansion of the universe was increasing. This meant that the universe would not recycle. The universe was found to be an open system.

The bubble theory is an effort to explain how matter and energy could be eternal despite the empirical evidence of an increase in the rate of expansion of the universe. This is in contradiction of Hubble's law.

Regional difference in density have nothing to do with the observations that the Universe is expanding more rapidly.
